This "Ilene, the Superstitious" cover was painted by Lou Marchetti, as were all of the Popular Library Phenwick Women series as far as I know. I'm Lou's daughter and have many of the original illustrations. My dad created a great many other gothic genre covers as well, and is credited with being one of the originators of that style of cover illustration. He always maintained the light in the window was his idea, later copied by others (they all copied ideas from each other in those days).
