Gothic set in US
I think it was published by Kensington in the early 90s, but I recall that it was set in Atlantic City. Anyone know the title/author?

Could it be "Mistress of Moontide Manor" - Lee Karr? Published in 1990 by Zebra.
"Joellen James had come to Atlantic City to seek her fortune. She meets handsome Taylor Lorillard, and finds herself embroiled in a dangerous, life threatening plot."
